On what publications should district staff include the nondiscrimination statement?
School district staff must include a nondiscrimination statement in any publication that is disseminated on an annual or periodic basis to all students, parents, participants, applicants, employees, or stakeholders. This includes district publications as well as building publications.

Some examples include:

  • Announcements
  • Flyers and brochures
  • Course catalogs
  • Employment application forms and recruitment materials
  • Staff and student handbooks
  • School newsletters
  • School calendars
  • District web site

Filing a complaint

Anyone can file a complaint alleging discrimination in a Washington public school based on a protected class.  This includes parents, students, teachers, administrators, community members, and advocates.  Please follow the complaint process closely.  If you need help, or have questions, please contact the district compliance officer for the type of complaint you would like to make, and they can provide assistance through the process.  Individuals with disabilities who require accommodations can contact the compliance officer for assistance with filling out forms and filing complaints.

Discrimination on the basis of sex or gender (Title IX)

The complaint process for Title IX violations, which are forms of discrimination on the basis of sex or gender, use the process described in policy 3205 for students, or policy 5011 for staff.  The school board has appointed Brian Wilde, Assistant Principal, as the compliance officer.  Mr. Wilde can be reached at 360-954-3104.

The steps involved include submitting a written complaint which describes the conduct or incident, why you believe there was discrimination, and what actions you believe the school or district should take to resolve the problem.

After receiving the complaint, the compliance officer for Title IX will investigate the issue or incident.  They will provide you with a copy of the discrimination complaint process, and will respond to your complaint in writing within 30 calendar days, unless you agree to a different response timeline.

You have the right to appeal the determinations of the investigation, you may appeal the process.  The appeal process is detailed in policy 3205 (sexual harassment) and/or policy 3210 (Nondiscrimination) for students, and 5010 (nondiscrimination and affirmative action) and 5011 (sexual harassment)  for staff.

Harassment, Intimidation and Bullying of Student Complaint Process

Board Policy 3207 provides students the right to a safe and civil educational environment.  The school board has appointed Tami Culp as the Bullying and Harassment Complaint Officer for Grades TK-5 and Jake Healea as the Bullying and Harassment Complaint Officer for Grades 6-12. The steps to report an incident of harassment, intimidation, or bullying of a student are part of Policy 3207, including a form which should be used by students, parents, advocates, or staff who witness any type of harassment, intimidation or bullying of a student.  Policy 3207 also outlines the appeal process.

Civility Policy for Staff, Volunteers, Parents, and Community

Board Policy 5282 provides staff, students, volunteers, parents, and community members the right to a safe and civil environment in our schools.  Cindie Persons, Human Resources staff, is the contact person for reporting uncivil behavior.  Ms. Persons can be reached at 360-954-3004.

The steps to report uncivil behavior, including the definitions of this type of behavior, and the process/form are part of policy 5282.

Gender-inclusive complaints
